RyoKai's story begins in Little Rock, Arkansas.

Born to two mid-income Japanese American parents in 1980, RyoKai showed great intelligence even from a young age. By age two, he was walking and could speak the vocabulary of a six year old. At age seven, he proved great physical and mental endurance when the family went camping out in the Smokey Mountains. On the way to their camp site, the car ran off a cliff, resulting in the death of both of his parents at the windshield was breached by a tree. Miraculously surviving, he managed to escape the car, by this time on fire, and find his way out into the woods, where he was to remain for four days until picked up by rescuers..

RyoKai Okura would spend the next three years inside of a state home in Tennessee for Orphaned Children. Although the death of his parents still lingered in his mind, he continued to excel. At age 8, he was given permission to enter into Martial Arts class, where he excelled at it. However, this led to problems, as the headstrong youth would often display his prowess at fighting by taking on bullies picking on the other children. At the age of ten, he hacked into the Department of Defense from a terminal inside the directors office. It would not be until age 11 that he finally confessed to this....

This confession brought skeptisism upon him even from the investigators he had confessed to. It was not until he repeated it for him, they they believed him. Word of this "Child" being able to break into the most secure mainframe computer filtered through various heads of Defense until it came upon the desk of Major General Charles Crestau, commander of the recently formed special operations unit code named "Nexterm". Within four months, and under personal approval from the Pentigon, the prodigy known as RyoKai was wisked into various special operations training centers and places of learning. This trend would remain for the next twelve years of his life.

At the age of twenty-two and with both the World Trade towers incident and the Raccoon City incident fresh on peoples minds, Nexterm was activated under the Joint Special Forces Operation Command to prevent the criminal abuse of Science and Technology. Now 1st Lieutenant RyoKai Okura, the memory of his father, a Veteran of World War Two, keeps the spirit of a warrior alive in him.
